<p>A truly special and inspiring day as we celebrated the ceremonial promotion of Detective Helen Littleberry—a historic moment that brought together our department, our partners, and our community.</p>



<p>The room was filled with active and retired members of the White Plains Police Department, along with colleagues from neighboring agencies, all gathered to honor a trailblazer whose legacy continues to resonate. We were proud to welcome Mayor Justin Brasch, Westchester County Executive Ken Jenkins, members of the Common Council—Victoria Presser, Jeremiah Frei-Pearson, Evelyn Santiago, and Nick Wolf—as well as County Legislators Jewel Williams-Johnson and Jenn Puja. Also in attendance were Chief of Police Daniel McMahon, Deputy Commissioner Joseph Castelli, and Commissioner of Public Safety Wade Hardy.</p>



<p>Most meaningful of all was the presence of Detective Littleberry’s family, including her daughter and granddaughter, who traveled from North Carolina and Georgia to be part of this unforgettable occasion.</p>



<p>It was more than a ceremony—it was a celebration of legacy, perseverance, and the enduring impact of service.</p>

<p>Honorary Member, Chief Joseph Castelli, on his recent appointment as the City of White Plains N.Y. Deputy Commissioner of Public Safety, and also on being named an Aide to the Grand Marshal of the&nbsp;2026 White Plains St.&nbsp;Patrick&#8217;s Day Parade.</p>



<p>Captain Daniel McMahon (W.P.P.D) on being appointed to the position of Chief of the City of White Plains Police Department.</p>

<p>Members of the Police Retirees Association recently helped lay to rest our brother, retired Police Officer Kenneth Smith. Kenny honorably served the White Plains Police Department for 33 years, spending the majority of his career assigned to the Motorcycle Unit. He was also a dedicated police instructor, a proud member of the Police Honor Guard, and a committed youth mentor for more than 30 years.</p>



<p>Kenny served with distinction on the White Plains My Brother’s Keeper Initiative Advisory Committee, where he tirelessly provided encouragement, guidance, and mentorship, especially to at-risk youth. His compassion, dedication, and service left a lasting impact on the City of White Plains Police Department and throughout the community. Our hearts are with his family, friends, and all those whose lives were touched by Kenny’s legacy.</p>



<p>Kenny is survived by his wife Barbara, son Anthony and daughter Amanda.</p>

<p>It is with great sadness that we announce the passing of Retired Detective Rick Lee. Rick honorably served the White Plains Police Department for 24 years, following in the footsteps of his father, Kenneth Lee, who also served as a detective with the WPPD.</p>



<p>Throughout his distinguished career, Detective Lee held many roles, including Field Training Officer, Police Instructor, Youth Bureau mentor, and bike safety instructor. He also served in the Special Response Team (SRT), Vice/Narcotics Unit (both undercover and investigative roles), Youth Unit, Neighborhood Conditions Unit, General Investigations Division, and Intelligence Unit.</p>



<p>A highly decorated officer, Detective Lee received more than 70 commendations and awards from the Department, as well as recognition from county and federal law enforcement agencies. He was widely respected for his dedication to the community, his keen investigative abilities, and his exceptional people skills. As a detective, he rose quickly to the top of his division, leading many of the city’s most serious and high-profile cases. His meticulous attention to detail, along with his elite interview and interrogation skills, set him apart. In fact, his work became a training model for law enforcement officers at the local, county, and federal levels.</p>



<p>Beyond his investigative accomplishments, Detective Lee was deeply committed to mentoring others. He taught at the Police Academy, guided countless young officers, and was always willing to share his knowledge and experience with colleagues.</p>



<p>After retiring from the Department, Rick continued his life of service as Stepinac High School’s Wrestling Coach for 17 years. Coach Lee was a respected and beloved figure in the wrestling community—not only at Stepinac but throughout the region. Wrestling was a lifelong passion for him, and he devoted himself to supporting the sport, mentoring young athletes, and strengthening local programs.</p>



<p>Detective Rick Lee will be remembered as a dedicated public servant, a mentor, and a coach who left a lasting impact on all who had the privilege of knowing him. Our hearts are with his family, friends, and the many lives he touched.</p>
